Student/Community Liaison
The majority of Johns Hopkins full-time undergraduate juniors and seniors live outside of university housing. While historically most of those students have chosen to live in Charles Village, we also have many students living in the Oakenshawe, Guilford, Tuscany/Canterbury, Remington, and Hampden areas, among others. For nearly all of these students, this is their first time living independently of either their parents or the university. In addition to their heavy school work load, part-time jobs, and extracurricular activities, students must quickly learn all the rules, regulations, and nuances of becoming a community member.
The Student/Community Liaison supports Johns Hopkins undergraduate students in their successful transition from dorm living to becoming positive members of our surrounding communities. The Liaison provides guidance and support on a wide range of issues, including:
- Noise regulation
- Trash collection and exterior maintenance
- Parking and permitting
- Police interaction and
- Personal safety
With the help of the Liaison, the university, and members of these communities, our students have found that making the effort to become a good neighbor has lasting positive benefits for everyone.

Contacting the Student/Community Liaison
Jon Walter serves as the JHU Student/Community Liaison and brings a wealth of community relations experience to the university. He spent 22 years as an officer with the Baltimore Police Department, Northern District, of which 18 years were in the community relations unit, fostering a partnership between the police and community.

For immediate assistance concerning a student/neighbor issue, please call Public Safety at 410-516-4600 or 410-516-7777. If the Liaison is on duty, they will be dispatched to handle the call. If the Liaison is not on duty, Public Safety will dispatch an officer to assist.
For non-urgent problems or questions, please call the Student/Community Liaison office at 410-516-8737 and leave a message, or contact the Liaison via email at [email protected]. The Student/Community Liaison office is located at 3001 Remington Avenue at Public Safety.
Hours
In order to provide immediate assistance during the hours that most problems arise, the Student/Community Liaison is on duty during the following hours (during Fall and Spring semesters):
- Friday nights from 8 p.m. until 4 a.m
- Saturday nights from 8 p.m. until 4 a.m.
- Monday office hours from 8:30 a.m. until 5 p.m.
- Tuesday office hours from 8:30 a.m. until 5 p.m.
- Tuesday office hours from 8:30 a.m. until 5 p.m.
During the months of June through August, the Liaison works Monday through Friday from 9 a.m. until 5 p.m.
During winter intersession (normally late December through late January), the Liaison works Monday through Friday from 9 a.m until 5 p.m.
Disciplinary Procedures
All Johns Hopkins University students are required to abide by the Student Conduct Code. A specific section of this code (R) refers to behavior while off campus and reads as follows:
“Students are expected to refrain from conduct… that disturbs the peace or impinges on the rights of residents of neighborhoods where students reside, including, but not limited to loud parties or excessive noise, shouting or talking that unreasonably disturbs other students or community members; public urination; drinking in public; littering or not disposing of trash appropriately; failure to reasonably maintain yard or premises.”
If the Student/Community Liaison is called to investigate violations of this section, he will respond to evaluate the situation. If a problem is found to exist, the Liaison will then meet with any students who might be responsible for the violation and discuss options for immediately alleviating the problem. If the issue can be resolved without any further difficulties, the individual or group will be issued a warning.
If the Liaison or any other campus official is required to return to a location already visited on the same shift and the same or similar problem has reoccurred, the Liaison will shut the party down and refer the individual or group to the Associate Dean for Student Conduct for disciplinary action.
